Well said Figaroo! Like you I have had lots of dealings with many people with PhDs. I can concur without qualification that despite having above average intelligence, their forte is actually not intelligence, rather it is "persistence". They are principally researchers (not business managers) that are well trained within an extremely narrow speciality that in most cases does not translate to any other field; and as you quite rightly allude to, nor does it require any positive outcomes or deliverables that are on time and within budget.
I'm annoyed with myself for not picking up on this issue and placing too little weight on management's track record of failing to deliver prior to investing in TIS.
As an aside, I've always found that a minimally qualified street smart professional with a little mongrel in them will run rings around a PhD every time.
