Although there isn't a more up-to-date published plan, if there is one in Kuantan I suspect the main component is reliance on that 18th rare earth, Hopium. Realising profitably that element seems to be proving difficult.

I would appreciate any link that supports your assertion that in 2009 they really thought Cathode Ray Tubes and hard disk drives were going to drive REE demand in the future. If Lynas really said that, I'll remove them from my stock watch list.
