It could be described in your context SP3 as one or indeed two processes. Depends if you want to give greater weight to the giving of formal consent and later "signed off" in written agreement / contract by all parties.
Yesterday was no furphy, albeit well and truly held down to not run too far.
I'm no contract lawyer; I am heavily involved in speculation.
