    Here is one problem they would not have if desalination from PWEP ever replaced (or replaced some of the capacity) of the current plant at Kwinana.

    "In early 2008, the plant was shut down on two occasions due to reduced dissolved oxygen levels in Cockburn Sound."

    That problem would only become worse as the demands for freshwater increase.  With Perth's population predicted to grow to 5 million, it is perhaps one of the reasons why WaterCorp signed a cooperation agreement with Carnegie.
