A point that can be made is that the Govt initiative is more a wake-up for people on welfare to extract the digit and get their kids done.
Makes sense as these people might be expected to have lower levels of general health and immunity generally.
Affluent parents will probably not change their minds for a few dollars per week (or whatever it is).
