Easy, mate. When you are on welfare, you are under their control.....they have you where Govts want you. If you are well off and independent, they dont have you.
Think about it..all govts now are all about control.
As an analogy, consider gun control. the govt is always looking to reduce firearms in the hands of registered owners....and ignoring the heaps of unregistered firearms out there in the hands of crooks. Why? Because crooks are no threat to them. crooks are all about crime and money, no interest in politics.
Registered firearm owners, they do regard as a threat....they dont like a voting public that is discontented and armed.....
I read that somewhere, and it made sense.
So, if they have their way, everyone will be disarmed and on welfare.....and under their thumb.
