well the facts are they weren't claim jumpers it was vacant.. in previous cases like this... the original holder have been told sorry but something as important as a mining leases paperwork needs to be kept a close eye on.. two sets of rule here and no publc interest arguement needed just a bs s111a which effectively gives the minsiter the ability to do as he chooses with no accountability to those he makes the decsiion for,..
