I suspect that the court case in the US regarding trade manipulation by adding and removing fake orders may have had some bearing on it...
It is called spoofing and manipulation.
It is done by using fake orders or hundreds of small ones using HFT to give the impression that events are occurring that are not... like .045c trades all day long after opens and closes at .005...
