CAZ neither have the reasons for the decision or the relevant documents for them to fully assess the decision making process. From the ann, it appears there is a general public interest issue given that CAZ states it has eroded investor confidence, given the level of transparency in it's handing down of the decision. This is the paradox. Public interest vs natural justice.
In my mind, one can only guess why the decision was made as the facts are not on the table.
