Ok, if at least we can agree China has suffered considerable environmental damage in the production of rare earth (amongst many others) and it's generally accepted that air & water pollution is one of the five major challenges facing China how does the Govt fund moving the industry to modern enviro controls (aka Moly/Lynas) and some effort at remediation?
Tax the upstream value add, or the primary cause?
Proceeds of a production tax by value will be invested back into the industry (as is already occurring) to fund modernisation & remediation, a system of tax receipts downstream will most likely also play a large role in eradicating much of the illegal process.
Does anybody really believe punters with their iPhones wanna pay?
Or the watermelons?
