Quanta, happy to be proven wrong but I think pipe dreaming on a visa like platform is a "yes" but the PayPal platform has no use for this tach, check out the verification processes for document e sign platforms like Adobe echo sign, the sercurity is ordinary at best and that has electronic transmission act + trade practices act + occupations act compliance. This tech has a big future but I don't believe it is in competing with pay pal
