Regarding BTAs the news regarding Meridian is pretty firm. The announcement that has been given is a pre-cursor to an official statement we should expect soon to say the BTA has been signed. I believe that the sp surged due to the level of certainty being high.

Regarding the Notice of Schedule the information provided on the Feb 2016 date, that I'm still working out cause as you've pointed out its later than the original June 2015. IMO, I think the response is a reflection of accepting its delayed (which the market seems to have been ready for) but understanding its more firm and unlikely to be pushed out some more.
