The way I read it, they are preparing to sell new ADRs on the US market, but this particular announcement is not an offer to sell anything. They already have ADRs on the US market - BTEBY - but presumably they have to go through this process in order to add new ones. Or maybe it's to get their ADRs onto the proper market not just OTC. Anyway, if it makes the market put BLT over $5 by Friday I won't complain (much).
