    In the 80s I did the water reticulation design for an Aboriginal community near Katherine NT . Went back 3 weeks after they occupied as water pressure had dropped in these quality air conditioned brick 3 bedroom homes .
    Ovens had been converted into fireplaces , VB and 4X cans /stubbies all over the floors , house wiring pulled out , holes in walls , toilets blocked with tampons and disposable nappies , AC on full bore , but windows open (go figure) dog poo and food bones on the floor in the house with maggits , and faucets broken off (reason for no water pressure) , the occupiers complained the building smelled and was hot so were now camped outside under a makeshift fly extending out from the house .

    Personally think better to just provide semi open virranda style lean to shelters with ceiling fans run off solar power, shutters for window openings (no glass) and with out door fireplaces and latrines similar to what camping grounds have , and keep all liquor shops at least 100 kms away from the sites.
    Trying to impose western ideals on a neolithic culture is going to fail miserably
