How does someone estimate the return on investment for a road system that is going to be more or less permanent? ie have a lifespan of maybe 100 years or more?
I would say you either need it, or you don't, like a hospital, school or fire station, etc.
This ROI thing is a silly measure for essential, long term infrastructure.
And don't get me caught out on the NBN, because that isn't essential imo and private enterprise was already meeting demand in telecoms.
