Hectic Pemba is in Fremilo territory and Nacala is Remano province. See Moz Gov't "debate" on regional divvying/distributing taxes and fees. A common district "Tax" is Road Tax collected by blockade especially by "Partisan Forces" like Renamo. Remano can't expect to get Cabo Delgano/Pemba "income". It's Fremilo Heartland but they are up for Nacala's one.

It's holding up passing of the Mining Regs defining the New Mining Act which TON will operate under.
