The announcement refers to a 'licensed consortium' and 'strategic alliance'. The article in the link above States the following:
"TV2U’s technology will be used by the Chinese government to launch a state-owned video streaming service in a bid to significantly reduce piracy within the region."
This imo is crystal clear that TV2U have a signed agreement already in place.
