It is is very common for surface samples of copper to be much higher than underground drilling results. The reason being that leeching by natural weather events removes a lot of the softer material leaving a very high percentage of copper. From what I have seen of surface sampling, they do indicate that there is significant copper in the area but the percentages in the samples should be disregarded when considering what the actual mining densities might be.
