Wow. This is bad. 9:57 now. Not sure we will see an announcement by 10. This is very poor form. If 10 comes and goes and the securities begin trading, its likely only because:
(1) pathetic corporate governance; or (maybe, and)
(2) a failure to close finance after announcing it to market.
On either ground, the SP should rightly be hammered.
