No and hsn't been for quite a while. I won't be surprised to see it much lower.
I always saw the debt as a problem in this clinate and still do. IMO China is likely to pick it up for a song and shareholders get screwed as usual.
With hindsight PEN's planning has placed them in box seat with no debt to speak of.
Still a few bumps in the road yet though. Thankfully my ride has good suspension.
