The independent report is done by one firm, using market comparatives or other inputs to derive a value or range of values if more than one series of inputs is used. a technical report is what it says, a technical report, not an independent valuation.

furthermore, if the technical report was completed before the scheme book went to court, it would be included in the scheme book. was it included ? was the data used in the technical report used in the independent report?
