Cheers Quelque but I think you miss the point. Ebola is a medical problem but when one talks about political and religious issues it's a different game. Yes, BH are not interested in IO but will financiers be interested in the risks associated with advancing funds to a Govt underwriting a project in this area? Not saying it's an insurmountable problem but it is problematic and must be considered by all parties with a vested interest including those holding shares in companies with a stake in this game.
On the issue of access to the area, remember that once access roads are constructed in preparation for rail construction the same roads offer easy access to all those with an interest in the area.
