$200b is an imaginary figure.
The original $43b cost was revised down to $37.4b and the NBN prior to the election was tracking within budget. The completion date was 2021.
The LNP version was going to cost $29.5b and completion date was 2019.
Note, of Federal Government investment, there was only $0.9b difference between the two versions.
So for an extra $0.9b of Federal Government money and the 2 years longer for completion, you would get the job done properly in the first place, so it wouldn't need to be upgraded, and it would have a greater earning capacity.
