It does not take all levels of government, business etc, it only takes five people to, control ten people each, who don't know each other or what they are doing, and the tree builds, at the end of it the original five higher a hit man to take out the fifty they controled and the CIA to take out the hit man, saying he's a terrorist, jobs done.
Its easier than you think, thats how you get away with it, because people don't want to believe it can easily be done.
