Definitely wishful thinking, I think they're not raising any more than the bare minimum required to sustain the business so they don't dilute the share capital too much. At least now we all know that the directors are actually capable of making the right decisions for the company instead of some boards of companies that I've seen (not going to name names but they know who they are).
