How often do you mean when you say this is 'common place'. Wikipedia - whilst I agree is not the best source - notes the opposite of what you are suggesting:
From what I understand, there is no compulsion for everyone carry ID in the UK, similar to Australia. Even if its 'common' to be 'stopped and checked' in the UK, what exactly do they check during these common occurrences?
