Nothing they could "do about it". The brokers signed Merlin up to a standard commercial broker sponsor agreement that included a fair swag of cash for them whether the float was successful or not. They were paid in accordance with that agreement. They were not of course paid any of the additional money that they would be entitled to had the float been successful, but it seems that they weren't all that worried about that.
