One would need to know more about Silicon, which I don't. Mineral Sands, right?
Is it a Commodity, price quoted on the LME?
Is it classified as a Strategic and Critical Mineral?
Does it have Chinese Domination in it's Production?
So it has similar Geo Political Trade "implications" as Natural Flake Graphite. except Graphite is NOT a commodity with a Spot Market [as suck like the LME].

If I knew these things, then I would want to know who were the German Industry Buyers?
hen I'd contemplate whether Twice the Loan "caused" Twice the Time Delay ?

A time delay into next year that held up Plant and Equipment Ordering would be pretty "detrimental".
One has to consider that in all liklihood the KNL Graphite Plant will be German Manufactured, possibly by SGL/Tkrupp who "do a line" in such equipment. Quite 'cosy" hey? Guaranteeing a Loan to pay German Companies for a Equipment Order.
Does this Silicon Company have such a Round Robin deal?

Way I see it is that Tkrupp has declared it's intention to Import Replace into Europe of Traditional Refractory Flake Graphite by 2017. It's current supplier knows this and I don't think Tkrupp wants some bureaucratic paper shuffling by Banksters to make Tkrupp lose face
Ergo patientman IMO Loan Agreement Finalisation sooner rather than later.
