I agree the fact the buy back amount of shares not being meaningful is a little frustrating, but I think it's actually a good thing.
I'm assuming they see plenty of opportunity to buy land, bank it and construct on it in the future so they'd rather have ample cash for this.
If their acquisiton of land dried up, then I'd be more worried than them not buying back a meaningful amount of shares.
