I think that there is no doubt that the NSW Govt is making 'it' happen.
The problem is that they have not accurately defined what 'it' is;
For example,
'it' may be, allowing the greens to run the state after winning ONE seat,
'it' may be causing investment confidence to fall to all time lows in NSW,
'it' might be allowing an aging, opinionated, wan&ker to dictate policy on the radio,
'it' certainly isn't those things in the ad.
