Of course he is leaving at a time of his choosing.
Anyone who is approaching the end of a contract period, after an extended period of time in the job, and says "I'm going to finish up when my contract concludes", is clearly leaving at a time of their choosing. The same thing happens every day in corporate Australia and is described that way also.
