You're wrong re the difference between JORC 2004 and 2012. The 2012 version requires more stringent publication of validation checks and methodology in the Table 1 appendices, which was also in the 2004 code but not specifically stated as being a disclosure requirement. The economic side of resource analysis is still largely left up to the company's discretion.
Any 2004 resource can remain under the 2004 reporting requirements until such time as there is a material change to the project or the data (e.g. when they drill more holes).
