In what universe is consultation ringing them and saying "We're going to start operations in contravention of your previous decision! Oh, and by the way, you know that attempt we made to impose mining by martial law on your ratepayers? we're coming back for another try at that too!"
No wonder they were met with a less than enthusiastic response; no wonder, when this has been their style for more than a decade, they've steadily lost what little support they had in the region. These days, miners NEED a Social Licence and this is a great example of how NOT to get one!
