Olivia05, not at all wishing to sound like a sceptic, but your comparison of BLY with Qantas is a bad one. The benefit that the board of Qantas had over BLY is that people were still hopping on planes and travelling, BLY doesn't have that benefit. Please remember that they are trying to restructure when most of their rigs (i.e. planes) are parked up. At ~30% utilisation, and running at a loss, time is not on BLY's side. At present, Management can only do so much, what they can't do is turn around Global investment into the industry that would see rigs leave the yards.
