Not much to do with consumer desire, more so bypassing government emission standards. In California the standards are far stricter than the rest of the U.S. and engines there are stamped as suitable for meeting California standards, while cars in most other states meet a 48 state standard. It's close to impossible to register a 48 state standard vehicle in California.
