I agree, unfortunately with US special interest lobbying this would never get enough support without containing a few dodges for established industry heavyweights. However I also agree that the threat of undergoing or association with a process to investigate 'toxic chemicals' may be enough to force action or for suppliers to go with the eco friendly option just in case.
