Generally in these cases, the laws don't begin as a draconian measure, they create awareness amongst the public. The public then demand the safest or best option and the economics of the situation then starts the switch. You can see it starting to happen with electric cars.
No matter how much people try to penalise or limit oil, the catalyst most likely to significantly drop the usage of fossils fuels is to get consumers buying electric cars vs petrol cars...
I believe that with these legislations it's moreso the public's perception of the chemicals that matters rather than precisely how strict the EPA become at removing certain chemicals from the country.
Once this act is signed, mainstream media will jump on board. Docos like toxic hot seat will become 'must watch' viewing. Signing the act isn't the end of the campaign against chemicals, I believe it's the start.
