Armenia

President Robert Kocharian needs to reform the current policy of clan-controlled economy, rigged elections and political autocracy to reverse Armenia’s isolation. Due to the unresolved conflict of the Nagorno Karabakh enclave, the occupation by Armenian troops of Azerbaijani territory around the enclave, the blockade imposed by Azerbaijan and Turkey, Armenia remains unstable and exposed to a possible military conflict. This, coupled to poverty – 50 per cent of the population lives below the poverty line – has boosted massive ongoing migration mostly to Russia. Recent demonstrations calling for a political change have been severely crushed by the authorities, thus the international community must condition its very significant aid to Armenia to measurable institutional changes, particularly in the fields of justice, political decision-making and free electronic media.
