If you read how it works, basically you can train the chip to do that task. so even as you said you would be able to program a car to go around the track. when there are projects that cost millions of dollars to produce vs a generic AI. the second option will be a lot more cost efficient. the man hours alone are worth it. it will rapidly move the technology we will have available to us by 10 fold imo.
Also as I am a programmer, It takes around 4 people to make a Business Application over 1 - 2 years.
Imagine same tasks over weeks.
