If they weren't confident to get the oppies in play, then they needed cash so a CR. If they were confident of getting the $9M in Jan then they could have hung on IMO. That type of move will cause more caution in the market and the price will slide.
Now saying that, a good ANN will get the confidence back, people have short memories.
