It seems more that ISI is consolidating territory, military weaponry, cash flows and numbers of terrorists using the atrocities to attract like-minded moslems from across the western world to come for terrorist training or start terrorist training in their home countries in order to spread the terror attacks more widely into the western world that has already been infiltrated by, in some countries, massive "trojan horse" un-assimilated islamic communities...

Once a large enough threat of real and ongoing warfare inside western communities can be established, there will almost certainly be more and more leftist cowards and sympathizers from the left and elsewhere in the western communities who are eager to "appease" and "reconcile" just as "peace-in-our-time" Chamberlain was manipulated by national socialist hitler at the start of WW2.

Naturally the ISI would like to be left alone to continue to consolidate their weaponry and numbers of terrorists that they have on the ground and infiltrated into the western islamic communities and spread weaponry into active terrorist cells across the western world...

Just the constant threat of terrorism can significantly and negatively impact the economies of the west, while the massive welfare drain from infiltrating islamofacist jihadis and other moslem welfare-shoppers continues to increase...

Most moslems seem to have already picked a side already with a significant number apparently liking the ISI side...
