I think the opposite, Cape York wilderness issues, the wild rivers intent of the state labour/greens. Exception of Sth Embley using existing shipping channel, there is shallow water which is a huge issue for other projects. Farm land is better to strip mine, returning it back to cane after a season, the deep water port at Mourilyan is why this can work for low capex
