    Yes, deep deltaic deposits can settle metres if ground water levels are lowered due to major dyke works etc. What happens is that inundated soil has effective weight of roughly 10kN/m3 under water but 20kN/m3 above water. So as water level is lowered by dyke/drainage works the load on deeper subsoils increases notieably, hence settlement, with 200-300mm being very plausible. So at Florida, so called sea level rise could well be deltaic sediments settling. To me this sounds more plausible than localised sea level rise.
