A carbon tax is next best only becase a ETS is worse
A ETS is the worst policy because under a ETS Australian Companies will be able to pay people overseas to meet their obliation. At least with a carbon tax the Australian Govt gets the money to waste here. With a ETS we are paying foreigner to have the electricity we already had. Cant think of anything more stupid.
Basically all countries are irrelevent except for China. China is nearly 30% of all man made CO2 emmissions.
But looking at Australia specically Australia is 1.15% of World Man made emmission. Man made emmission are 3.3% of all CO2 emmissions(the other 96.8 being natural).
As the number now get too small it need to retate them.
Australia's emmission's are 3.68parts per 10,000 of total CO2 emmissions in the atmosphere. If we reduce to 2.64 parts per 10,000 do you think it will make any difference.
