Probably another good reason is low POO (not Poor Ole Otto) put pressure on oil majors to reduce exploratory expenditure. BoD want to keep their jobs so put focus on shareholders before they do it to them.
Have read of have big corps behave.
Example 1 Repsol/ Armstrong. Now Armstrong is operator and lead in development stage.
Read Repsol's website it's all there. CEO daresay delighted to have extra $US 800million in kitty. armstrong sez yep here's $800m. Go figure.
Example 2 Shell pull out of offshore Alaska. Catch up on Shell's pull out of Rajastan in early 2000's; made Cairn a big player.
