Most phillipinos have phones, but only 1 in 5 (from memory ?) have bank accounts to transfer money. And travelling around manilla to hand deliver money is a nightmare due to heavy congestion. Hence the potential for this to become an everyday tool for locals who need to transfer money.
DCC is establishing a similar system in central America and is sitting around 14cents !!!!
