No way does he deserve any public money, but there is a bigger picture. Frankly I doubt it can be saved which is a pity but the refinery is like the car industry.
There is a zinc refinery on the other side of town. I doubt it would be travelling any better because it devours massive amounts of electricity and labor, in their wisdom, forgot that such industries are dependent on competitively priced power.
