Talisons has already got money for their plant I thought.. That was the whole reason they got taken out.. They were shopping for funds to build it... Rather then just give out the money Tianqi just bought them out.
Google maps will show you that their plant is under construction for sometime now. Scheduled to open towards end of next year is my uneducated guess.
