I am aware of your disdain for the "Chinese"... and at times I tend to agree.

Talison's owners ...is partly owned as you know by Albermarle and "Chengdu Tianqi Industry Group" who are a privately owned company.. (Don't say it could be partly also under Gov Control... I don't know..)

Regarding the funding you mention - one of the other driving factors for Tianqi taking Greenbushes was that they were worried about their supply if Rockwood the orginal bidders were to purchase Talison's...
Rockwood pulled out of the running as they did not want to go into a bidding war...

Tianqi then made a deal Rockwood for 49% share..... (my understanding was because they had overextended when taking Talison Greenbushes...)

Part of Rockwood's deal taking that 49% was not just pure cash but also a "loan facility".

A loan facility that Albermarle has recently extended... see Albermarle's annual or is quarterly statements...

So you see funding does not seem to be much of an issue... as for cost... we don't know, I do not think they will have much issue "currently"....

But in saying all that PLS will be absolutely be in a strong competitive advantage as per @Pokerface 's post above.
