There is a lot to do before CWE can showcase a wave energy microgrid at Garden Island.
Some of the things that come to mind are:
Get development approval.
Get environmental approval.
Announce who the other parties in the collaboration will be.
Install other microgrid components including solar array, energy storage and control system.
Get at least one CETO 5 back into the water, preferably three.
There may be others but that will do for starters.
Some of the components are already in place ie desalination plant, power plant, freshwater connection to naval base, power grid connection, off take agreements, etc.
I don't believe the demonstration microgrid will include CETO 6, (CETO 5 should satisfy as the wave component to start with).
I am thinking that the reason they have removed all three buoys is so they will be ready for deployment when required. That should be after all of the rest of the microgrid components have been installed and tested.
Perhaps the buoys will be the last components to be deployed.
After all, the operation of the buoys and how they interface with the on shore plant and grid is already known.
